Title: Fallbrook to Hell's Kitchen - Sunday, 7/3/16
Post by: JFanaselle on June 22, 2016, 06:13:22 AM
Our wonderful BOD RBDuffer has graciously volunteered to show us the "secret route" from Fallbrook to the El Cariso area at the top of Ortega Highway. 4th of July weekend works good since it's a 3 day weekend for most, and the holiday isn't actually until Monday this year. I picked Sunday with the hope that things won't be as busy in the morning, but we can move it to Saturday if there's an overwhelming majority that want to attend and can't make Sunday.

The plan is to meet up at the Fallbrook Cafe at 8:00 am for breakfast and hit the road at 9:00 am. It's located at 739 E. Mission Road, Fallbrook 92028. There is a Shell gas station across the street where we can top off the tanks as well.

If the Wildomar OHV area is open, then the run should take about 3 to 4 hours, depending on how much time we want to play around. The OHV area could be pretty crowded as well, since it's a holiday weekend, but we'll deal with that when we get there. The OHV area does require a forest adventure pass, as does stopping to recreate pretty much anywhere along the route within the forest. You can pick up a Forest Adventure pass at many local retailers, or you can always just risk it. I've never seen a ranger out and about checking for them, but remember, it is a holiday weekend and this could change things. I'm not sure what the fine is for not having one... maybe someone else knows and can chime in?

More information on the OHV park can be found here: http://www.fs.usda.gov/recarea/cleveland/recarea/?recid=47680
More information on Forest Adventure passes can be found here: http://www.fs.usda.gov/main/cleveland/passes-permits/recreation

The run will end at Hell's Kitchen restaurant, which is located at 32685 Ortega Highway. We can have lunch here, or just a "pop" (as RBDuffer says). From there, you can either take Highway 74 west into OC and catch I-5 to get home, or you can drop down into Lake Elsinore and catch I-15. If anyone wants to, you can also head out from here and run North Main Divide Road up to Santiago Peak, which would consume your afternoon but is also a very fun drive. As of right now, the Forest Service is listing North Main Divide Road as open, but this could change if the fire danger levels go up.

This run is family friendly, stock friendly, 2 wheel drive friendly, and requires nothing more than basic trail supplies and a good attitude in a group setting. Please have at least CB coms, and bring whatever you need in terms of snacks/food/water to spend a half day or full day out on the trails. I would highly recommend bringing supplies to have lunch on the trail as well, just in case the restaurant isn't open or we get caught up at the OHV park for longer than expected and lunch time sneaks up on us. Don't forget the sunblock if you're prone to burning like me. If you plan to air your tires down for comfort, please have a plan/be prepared to air them back up. There is not a gas station or other service station in El Cariso, and I wouldn't recommend driving Ortega Highway on aired down tires. If you decide to play around in the OHV park, there are many little short trails of varying difficulty that may or may not require 4 wheel drive, or mods like a lift, sliders or skid plates.

Please post up if you're planning to attend this run, and also send me a PM with your phone number (if I don't already have it) so we can be in touch on the morning of, just in case you have to back out at the last minute or something.

We never bought them when we would park in the CNF for mt. biking, once in awhile we got a "ticket". All you do is mail in the $5 and you are good. The topic is actually a hot debate, many people say the program is a crock of you know what and the funds don't go where they are suppose to or what not, and there are some questions as to the legality of it. Some of my friends would never pay the fine and nothing happened. YMMV.

I've heard the same thing.  I will not be sporting a pass.  But each person must decide the risk for themselves.

Thanks for the info.  And Joe, thanks for the OP.

Good to know about the fine situation. As for the validity/legality of the program - I've followed some of the debate on that topic. I've always kind of looked at it like this - I love to recreate in the forest, and the forest service programs are grossly underfunded. Anything that helps them help me have a good time on public lands is worth paying a few bucks a year for, so I get a new annual adventure pass every December. I look at it like a $30 donation to the forest service every year. Fees like this are always a hot-button issue, especially when it comes down to how the money is being used and accounted for, and I totally get it. You should have seen the local uproar when the fire department started charging an annual $50 "subscription fee" for paramedic services within my city. There were lawsuits and all kinds of protest. But in the end, it was determined to be legal - you don't have to pay it each year, but you pay a significantly higher amount (like $460) if you don't have the subscription and you have an emergency that requires care from a paramedic. But it was the only way the city could afford to keep a medic on each fire engine, otherwise they would have had to lay people off.

Thanks for the info.  And Joe, thanks for the OP.

No, thank YOU for leading us on the trails for this trip! :)

Totally didn't even realize I was scheduling this on the same day as the High Desert Breakfast meet up! Very sorry Rick.

However, I know my wife would love it if your wife came along, so please do try and talk her into it. :) Is there anyone else that was planning to come to the High Desert Breakfast that may want to come to this instead? I feel bad that we scheduled this for the same day.  :-[

I'm a maybe on this.

Kind of depends what the weekend holds (work wise)

If I do go, I'm going to bring my camping crap.  Blue Jay and Falcon campsites are very close to the end of this run and it would be silly not to camp for a night since I'm right there.

With that being said, there probably won't be any sites available because its 4th of July weekend!

Got you down as a solid maybe, Steve. And good point about the campsites! Yeah, they'll probably be packed, but they're first come/first serve so maybe you'll get lucky. Or you could just tell work to pound sand, head up there Friday afternoon, camp all weekend, and meet us in Fallbrook on Sunday morning.  O0

Just so you know, I'm pretty sure that an America the Beautiful National Parks and Federal Recreational Lands Pass (the $80/year one, unless you are over 65 or meet a few other criteria) covers all Federal lands, and works for this.  You can get a hangtag for your window that allows you to display it properly if you are away from the vehicle.

Oh, the breakfast thing is scheduled for Saturdays, so no conflict.  I just would rather push everyone to this, instead of having them come up here where there might just be couple of us.  It would be better for everyone to meet more people and branch out a little on this trip.  However, I will post in the breakfast thread and steer people to this.

With that all being said, put us down for a firm yes.  Can't wait to meet up with everyone again.

Yay, though I walk through the valley of the shadow of death, I fear no rocks for I have lockers and 35's. Mine RCV axles and winch, they shall comfort me. I shall tread upon the black diamonds and the obstacles and fear not all the days of my life. I shall see Chinese trailers broken down at my left and to my right shall be those unbelievers but they shall not come near me. I shall fear not.........

for power I suggest one of these and wire it up to your cb.

I have this antenna

from my understanding, this is a basic cb set up.

the adventure pass is only required if you are parking and leaving the vehicle to hike or ride bikes,  if you guys are just driving around, you don't need an adventure pass.

That's only partially true. The pass is required for use of the OHV area, and would be required if we decided to stop along the trail for lunch, or to get out of our vehicles and explore an area, or check out a scenic overlook, etc. That being said, it's really not a concern for this trip. We aren't camping or planning to leave vehicles behind for any length of time. I just want to make sure everyone understands the requirement, and the risk (which is very low, it seems). My only concern would be that since it's 4th of July weekend, there could be a ranger or a volunteer posted up at the OHV park requiring that people have one. If that ends up happening, I'm sure said ranger/volunteer would also have them available and you'd simply be able to pay the $5 on the spot.

Put me down for a definite going +3 for the wife and kids.

Got you down sir. Look forward to seeing you out there!

This made me laugh... :)

So much good stuff (again) in this thread.

Just to clarify, the Adventure Pass is a USFS pass, required while "recreating" out of your vehicle in the National Forests.  The annual NP passes (senior rates start @ 62 years young) are for NP access only.  We just bought one of these while visiting Arches/Canyonlands and got the full 411 from the rangers there before we plunked down the $80.  Good news is that pass works for Death Valley NP and Joshua Tree NP locally, so the value was there.

I agree with Joe...supporting these programs "is the right thing to do", but for this run the A-pass would not be necessary, especially traveling as a group.

Not quite.  The America the Beautiful Annual Pass does in fact take the place of the Adventure Pass.  Use the hang tag, and according to the Cleveland NF ranger I just called, be sure that the signature side of the card is facing out.

The annual pass says on the back "The National Parks And Federal Recreational Lands Pass".  I get one every year because between a few National Parks, occasional trips to the various National Forests, and many trips each year up to Cabrillo National Monument (the Point Loma Lighthouse in San Diego) I figure it is worth it.

Not trying to be argumentative here, but since many of us may already have the America The Beautiful Pass, I wanted folks to know you don't have to get anything else.

I have been wrong before.

I will have my ranger from Canyonlands call your ranger from Cleveland so my ranger can be set straight.

Thanks for the clarification Frank!

Here is another page, this one from the USFS.  You don't need to buy another pass if you have the $80 annual all Federal Lands pass.

http://www.fs.usda.gov/detailfull/r5/passes-permits/recreation/?cid=stelprdb5208418 (http://www.fs.usda.gov/detailfull/r5/passes-permits/recreation/?cid=stelprdb5208418)

Here is some text from that page, I added the bold and underlining.

"This is a pass to use designated sites and areas of the Angeles, Cleveland, Los Padres and San Bernardino National Forests. Visitors to these four forests will be required to display the Pass in their vehicles when using the Forest for recreation purpose. The Adventure Pass is not a national pass like the America the Beautiful Interagency Passes. It is a local regional pass, required only on the four forests listed above. America the Beautiful Interagency Passes are also accepted at all locations where the Adventure Pass is required."

When I get my pass each year, usually at Cabrillo National Monument, I get a hang tag with it that allows it to be displayed in a window just like the Adventure Pass.

I made the decision to go on the trip so put me down as a yes. Is there anymore discussion of heading out on Saturday or has it been firmed up for Sunday?

Got you down buddy. With as much traction as this gained immediately, I'd rather keep it set for Sunday at this point. Once people started chiming in that they were good to go, I set up the rest of my weekend plans around having this trip on Sunday. Hopefully with the holiday on Monday, this is good for most folks.

It certainly won't be the last run we ever plan, so we can set something up for a Saturday soon, too. I'd like to get something planned up into the San Jacinto Mountains this summer. Lots of cool roads up there, and maybe we can get PainRoller and FixItGuy to join us if it's right in their back yard. :) Maybe even an overnight camping trip up there. There's a cool yellowpost site on Thomas Mountain Truck Trail, but we'll have to see what the fire restrictions look like once they go in effect.

:) I've wanted to camp there ever since I got found that spot like 15 years ago - in a Mazda Protege of all things. Yeah... I used to explore those mountains before I even had an off road vehicle.  lol I think I only got stuck a few times on that trip.  O0 I made it back up there about 10 years ago when I was a communcations officer for Cal Fire - the was a remote repeater site up there on Thomas Mountain, which used to be a UHF relay into the regular VHF remote base for Support 8. Without the UHF relay, the support channel didn't cover into the Anza Valley at all. Pretty sure that's all not even there anymore, but I could be wrong.

If you didn't catch it, the wife and are firm for this.😃

Excellent! Attendee list is updated.

FYI - From http://www.modernhiker.com/2016/06/27/where-do-i-need-an-adventure-pass-in-southern-california/

Quote
Southern California’s ubiquitous Adventure Pass system was dealt another blow this week, as the Ninth Circuit Court of Appeals announced a long-awaited settlement in an ongoing legal battle between the U.S. Forest Service and Arizona hikers that was first heard in 2012.

According to the settlement, the Forest Service will no longer charge access fees for almost 400,000 acres of public land in the Southwest, and will only be allowed to charge fees near developed trailheads and other sites with six specific amenities: developed parking, a permanent toilet, trash receptacles, picnic tables, interpretive signs, and security services. In addition, the Forest Service has agreed that alternate parking 0.5 mile from each of these developed areas will be fee-free, so that users who simply want to utilize the trails in the area can park for free (assuming they don’t mind adding an extra mile of hiking to their trip).

The Forest Service has identified 66 specific sites that will currently require a user fee, and they will be installing additional signs marking the boundaries of these fee areas so that users know exactly where they can park their cars without having to pay. Signs are expected to be installed during the summer of 2016 and Kitty Benzar, the President of the Western Slope No-Fee Coalition (which advised the plaintiffs during the court proceedings), said “It is our understanding that there will be no fee enforcement at these sites until the signs are in place.”

In Southern California, the sites that will require a fee (once signs are installed) are as follows: (note that the settlement document did contain some typos in these place names. I’ve tried to correct the ones I’m familiar with.

Angeles National Forest / San Gabriel Mountains National Monument:

6000′ Day Use Area
Buckhorn Station Day Use Area
Burkhart Trailhead
Chantry Flats Day Use
Charlton Flat Day Use
Chilao Picnic Area
Colby Bridge Day Use
Delta Flats Day Use
Devil’s Canyon Day Use Area
Eagle’s Roost Day Use Area
East Fork of the San Gabriel River
Grassy Hollow Picnic
Icehouse Canyon Trailhead
Indian Canyon Trailhead
Inspiration Point
Islip Saddle Day Use
Jarvi Memorial Day Use
Mill Creek Summit Picnic
Millard Day Use
Mt. Pacifico Trailhead
North Fork Picnic
Oak Springs Picnic
Oak Springs Trailhead
Piru Ponds Day Use
Pony Park Day Use
Red Box Picnic
Skyline Park
Stonyvale Day Use
Switzer’s Picnic
Three Points Day Use
Upper Bear Creek
Vincent Gap
Vogel Flat Day Use
West Fork Trailhead
Wildwood Day Use
Wilson Saddle
Windy Gap (Little Jimmy) Trailhead
Cleveland National Forest:

Aqua Dulce Trailhead
Dripping SpringsTrailhead
El Cariso Picnic
Falcon Trailhead (at Blue Jay)
Holy Jim Trailhead
Hotsprings Trailhead
Laguna Trailhead
Maple Springs Trailhead
Meadows Trailhead
Pine Creek Trailhead
Pioneer Mail
San Juan Trailhead (at Blue Jay)
Tenaja Trailhead
Los Padres National Forest:

Piedra Blanca
San Bernardino National Forest:

Aspen Glen
Big Falls & Vivian Trailhead
Bonita Falls Trailhead
Children’s Forest
Cougar Crest
Falls Picnic
Grays Peak Trailhead
Heaps Peak Trailhead (No fee if you stay in your vehicle)
Humber Park
Juniper Point
Meadows Edge
Middle Fork
South Fork
Splinter Cabin
Woodland Trailhead
You can read the entire settlement here if you’re in the mood for legalese (PDF).

We have been following the case for several years and we think this is a fair compromise between people who utilize the developed areas of the National Forests and those who tend to stay in the backcountry. The new signs will hopefully alleviate some of the massive confusion that has resulted from the piecemeal solutions that have been in place thus far, and will ensure that the forests can continue having access to a badly needed source of revenue — that, fairly, comes from users in areas that tend to have a heavier footprint on the landscape.

This is from a hiker website, but seemed relevant to our discussion.
The way I read it, no adventure passes required as long as we don't park at a trail head?
What if we drive through?

Thanks again Joe for taking point on this thread 8)

So glad to see so many folks sign up.  We will not turn away anyone with a good attitude, all are welcome.  If you can't get your CB in time, don't worry we won't lose you, BUT, we will make fun of you on the air.

Bring your own snacks just in case Hell's Kitichen isn't open, sometimes they keep weird hours, but we should be good.

I look forward to seeing you all, new and old friends alike.

This settlement basically says that the adventure pass can only be enforced on those using amenities provided by the forest service such as restrooms or picnic tables. Even if someone parks at a trail head with such amenities, they have to actually use the amenities for the adventure pass to be enforceable. If a hiker (or off-roader) drives or stops in the forest and never touches a bench or facility provided by the USFS, the adventure pass does not apply.

It's not a problem at all, as long as he is willing to have fun on the trails and have a great attitude in the group setting. :) But he's your responsibiility if he goes off the deep end or something.  :D (totally kidding, of course).

Just make sure he has all of the meetup location/time details and knows to bring some food/snacks and beverages, as we'll be spending at least a few hours out there on the trails. Does he have any equipment to air down and air back up? Does he have any kind of comms? Any recovery supplies? This will be a very laid back run and none of those things are really required, but it certainly helps to not be "that guy" who shows up with nothing and needs everyone's help. I'm sure it'll be perfectly fine either way - if he's not a very experienced wheeler, this will be a great opportunity for him and he'll learn a ton from the group. If he his an experienced wheeler, that's even better. :)

If you are sure that you can get this done and be trail ready before 9, thats great.  While there is always plenty of time on the trail for "the giving of adviced" with our knowledgable crew.  It's not fair to the other 15 trucks in the group to be waiting on a chore that could be done at another time.  (Unless it's an alternator swap at the top of Big Bear moutain (Inside joke).)
I'm excited to see everybody on the trail in two days!!!

Well said.

Just to clarify on the breakfast - like Randy said, the only requirement is to be at the meet spot (Fallbrook Cafe), all gassed up and ready to go by 9:00 am. If you want to eat breakfast at the restaurant, make sure to get there early enough to do so and still be ready to go on time. Please don't show up at 8:45 and expect to eat breakfast at the restaurant before the run. We'll be hitting the road at 9:00 am - as Randy says, be there or be left behind. :) I'm still not sure if my wife and I will be having breakfast at the restaurant or not, but we'll be there at the meet spot nice and early to greet everyone.

For those of you with Ham comms... we'll be operating on the standard SCCX simplex frequency of 146.535. For CB, I'd like to use channel 11. Those who don't have comms will run in the middle of the group.

Just a few last minute pieces of advice, especially for the newer folks who haven't had much of a chance to wheel with the group - please make an effort to bring everything you'll need for this run. As previously stated, this is a very mild trail and there is nothing really special required. That said, you should at a very minimum have a spare tire and jack, and some water and snacks for yourself and your crew. If you plan to air down, please bring whatever you need to do so and to air back up (tire gauge, compressor, etc). Airing down is always optional for a trip like this (we won't need to do it for traction), but it does increase the comfort level significantly.

Remember that the plan is to spend an unknown amount of time playing around at the OHV park, which will allow you to be as extreme or mild as you want. We plan to have lunch at Hell's Kitchen at the end of the run, but remember to bring some backup food in case the restaurant is closed or can't accomodate our party. See you all in the AM!

Another awesome time with the best group of people out there. For those of you from SCXF or that don't get out often, hope to see you on the trails again. For the regulars, it was another awesome SCCX event for the books. Unfortunately (and odd for me), I only took about 5 pics, so nothing for the thread.

I couuldn't agree with this statement more than I already do! It was awesome meeting all of those who I hadn't met yet, and it was awesome hanging with some of the usual crowd as well.

Had an awesome time! Great to see everyone, and meet some new people!

Inspected under the X this morning and took some paint off BOTH sliders! haha. Glad I got them installed Saturday morning.

Thanks again to Randy and Joe for putting this together. The wife was interested so much, that we are hitting Santiago peak Wednesday (pending she doesn't work).

X2!  It's been too long!  Great to see old friends and make new ones.  8)

It's always a blast to get out on the dirt with this group.

Thanks, Randy and Joe, for setting up this run and wrangling the group all day.    O0

Sorry for showing up "fashionably late" ......
