That would not be a wise decision.   if the cap is because of permits, they could deny future requests for permits, and possibly more trouble(fines).  And it could just be the trail leader doesn't want to be herding 16 cats

Be aware that the entire road and those leading to it are inside Death Valley National Park and subject to the $20 entrance fee (no fee if you have the Golden Age passport or the new generic national park pass recently issued).
The nearest point to pay is either Stovepipe Wells Village or Grapevine Ranger Station.

In Saline Valley, everything east of the main road is inside the DVNP boundary.
West of the road is outside the park.
